The ECE\n is a consequence of the strong coupling between a charged-particle beam\n and a cloud of electrons that inevitably develops inside the vacuum \nchamber. Resulting deleterious effects include beam instabilities, beam \nlosses, emittance growth, increases in vacuum pressure, added heat load \nat the vacuum chamber walls, and interference with certain beam \ndiagnostics.  \n\nElectron-cloud effects are incompletely understood dynamical phenomena. \nWhile the fundamental mechanisms are well recognized and the qualitative\n picture clear, the phenomena involves many surface properties and \ngeometrical parameters of the vacuum chamber coupled in a nontrivial way\n with the beam characteristics. In addition, the relevant time and \nenergy scales span a wide range, and many of the essential parameters \nare not well known a priori. Hence the detailed prediction of ECE&#8217;s at a\n given machine, not to mention the extrapolation from one machine to \nanother, are subject to uncertainties. \n\nHigh-power microwave applications in modern satellites are perturbed by \nphenomena of multipacting and RF breakdown, which are governed by the \nsame surface parameters as ECE in accelerators, which, especially for \nmulti-carrier signals, exhibit very similar characteristics and \nelectron-cloud build-up time scales, and which can be modelled by \nsimilar simulation tools. <\/p>\n\n\n\n<p>\n\nSince the last ECLOUD workshop in 2010, an intense R&amp;D effort has \nbeen under way to further understand the physics of the electron cloud \nand to investigate new methods for the mitigation of its adverse \nconsequences. In particular, a crash effort is ongoing at CERN since \nlate 2010 to understand and mitigate electron-cloud phenomena in the \nLHC. Furthermore, the SuperB and SuperKEKB factories have been approved;\n as a consequence of the high beam intensity in these machines, the ECE \nis expected to be significant, and it is urgent to better quantify and \nunderstand the associated phenomena. <\/p>\n\n\n\n<p>\n\nThe <strong>ECLOUD&#8217;12<\/strong> workshop will be a timely meeting at \nwhich to present and discuss many recent and new electron-cloud \nobservations at the LHC, electron cloud predictions for FAIR, SuperB and\n SUPER KEKB, electron-cloud studies at DAFNE, electron cloud mitigation \nby clearing electrodes and graphite\/carbon coatings, modeling of \nincoherent electron-cloud effects, self-consistent simulations, \nsynergies with other communities like the Valencia Space Consortium and \nthe European Space Agency. <\/p>\n\n\n\n<p>\n\nThe <strong>ECLOUD&#8217;12<\/strong> program will focus on: a review of EC \nobservations at existing machines; recent experimental efforts to \ncharacterize the EC (including EC diagnostics, experimental techniques, \ncharacterization of mitigation methods, and characterization of beam \ninstabilities and emittance growth); the status of EC physics models and\n simulation codes and their comparison with recently acquired \nexperimental data; and the mitigation requirements and potential \nperformance limitations imposed by the EC on upgraded and future \nmachines. A dedicated session will address problems related to RF \nbreakdown and multipacting for space applications. <\/p>\n\n\n\n<p><strong>ECLOUD&#8217;12<\/strong> will be held at the Hermitage Hotel in La \nBiodola, Isola d&#8217;Elba.
